  1. Changes in January 2017

 

  • How are toll sections changing?

Since January 1, 2017, Expressway M86 and the section of Expressway M85 which was toll-free during the previous years are not toll-free speedway roads anymore, so from the beginning of the year, these speedway roads can only be used regularly with an e-vignette.

According to the decree in force, the following road sections can still be used toll free:

          - the following sections of Expressway M0:

               the section between Main Road 1 and Motorway M5,

               the section between Expressway M4 (sign of Expressway 4) and Motorway M3,

               Megyeri Bridge (the section between Main Road 2 and Main Road 11).

          - Motorway M31,

          - the Pécs south-west loop section of Motorway M60 between roads no. 58 and 5826,

          - Motorway M8,

          - Expressway M9 on its section between Main Road 6 and Main Road 51,

          - the Kaposvár loop section of Expressway M9 (sign of Main Road 61), the section of Expressway M4 (sign of Expressway 4) between Vecsés and the road leading to Budapest Liszt Ferenc International Airport.

  • Will a new regional vignette be introduced as of January 1, 2017?

Yes, as of January 1, 2017, the regional e-vignette for Vas county can be used, which was introduced because Expressway M86 became a toll section.

 

  • Are there any changes in prices and vehicle categories?

There are no significant changes in the e-vignette system from January 2017. The prices are not increasing and no new vehicle categories are being introduced. For more information on tolls and vehicle categories, click HERE.

 

  • When will the sale of national and regional vignettes for 2017 start?

Annual national and regional vignettes for 2017 can be purchased in the course of a pre-purchase - for the first time in 2016 - from December 8. The validity period of annual (national and regional) e-vignettes for 2017 begins on January 1, 2017 and it ends at midnight January 31, 2018.

 

  • How long are e-vignettes purchased in 2016 valid?

Annual national or regional e-vignettes for 2016 are valid until January 31, 2017. Obviously, weekly (10-day) and monthly authorizations purchased in 2016 may extend into the next year: for example, a weekly (10-day) e-vignette purchased on December 28, 2016 is valid until midnight on January 6, 2017, and a monthly authorization purchased on the same day until January 28, 2017.

 

  • Things to remember during your purchase

To avoid typical user mistakes, be careful to purchase your e-vignette for the appropriate vehicle category. Accordingly, all passenger cars not included in Category D1 (vehicles with a seating capacity of more than 7 persons), cargo vehicles with a maximum permissible gross weight of 3.5 tons, and campers should have the road use authorization purchased in Category D2 even if otherwise national D1 and D2 vignettes cost the same. Vehicle categories can be identified by the official marks in the registration certificate (fields J and S.1) and further details are included in the table on the www.toll-charge.hu website.

During your purchase, before you pay for your e-vignette, in addition to the vehicle category, be sure to check that you have entered the correct registration number, country code and validity period. The accuracy of the data is confirmed by means of the customer’s signature when making a purchase in person, any by means of an electronic reply message in the case internet or mobile transactions.

As regards driving and toll payment habits, it should be noted that e-vignettes must always be purchased in advance, prior to entering the toll road section. Therefore, purchasing the e-vignette even only a few minutes after the vehicle enters the toll road section qualifies as unauthorized road use, and results in excess charge payment. Control cameras can immediately determine (based on the registration number) if the vehicle passing by has a valid e-vignette.

 

  • When do I have to buy the e-vignette?

The road use authorization (e-vignette) must always be paid for before you enter the toll section. Purchased e-vignettes do not constitute authorized road use retroactively.In the case of a purchase within the validity period, the starting date of validity is always the date of purchase. If you possessed an e-vignette, but you received an excess charge, check the validity data on your slip.

 

  • How long should the control slip/confirmation message be retained?

The control slip received after your purchase or the confirmation message should be retained for a period of 2 years from the last day of the validity of the e-vignette. 

 

  • How can I know that I have a valid vignette, if I cannot find the slip?

You can receive information about the current validity of the e-vignette via phone, in person at our customer services, and by sending an e-mail to ugyfel@nemzetiutdij.hu.

 

  • What kinds of discounts refer to big families and persons with disability of movement from January?

In accordance with previous practice, as of January 1, 2017, big families and persons with disability of movement can purchase an e-vignette in category D1 for a motor vehicle belonging to category D2 with a discount following a preliminary notification (!).   • What is the condition of purchasing an e-vignette for big families and persons with disability of movement with a discount?

The condition of purchasing an e-vignette with a discount is that the operator of the motor vehicle belonging to vehicle category D2 should receive a family allowance after at least 4 children, or the operator should possess a parking certificate for persons with disability of movement, or the operator should be the relative of such a person (living in the same household). The operator should report the data serving as a basis for the entitlement in advance to the transport administration authority in the exemption register. It is important that the report should be made by the operator, and the e-vignette can only be purchased with a discount (category D1 instead of D2) afterwards.   • Can the e-vignette be purchased with a discount without preliminary notification?

No. If big families and persons with disability of movement want to purchase an e-vignette with a discount, it is especially important that the operator should report the data serving as a basis for the entitlement in advance to the transport administration authority. This way, the operator can be included in the exemption register, which authorizes the operator to purchase an e-vignette with a discount (category D1 instead of D2). So eligible people become entitled to the discount before purchasing the vignette based on the report made at the transport administration authority, after having been registered in the register.

If the driver in question does not report the need in advance, but uses a toll road network with a D1 vignette for its vehicle classified as category D2, and initiates its registration later, the previous journey qualifies as an unauthorized road use in category D1, and results in excess charge payment notice.   • How long is the entitlement to the discount valid, if the operator is registered in the exemption register of the transport administration authority?

For big families, the entitlement to the discount is valid until 31 January of the year following the year of registration, the e-vignettes can be used according to the validity period (weekly-10-day, monthly, annual) determined in the Toll Decree. That is, the report necessary for purchasing an e-vignette with a discount should be renewed each year.

Those who possess an ID for people with disability in movement do not have to renew the report. The entitlement ceases upon the withdrawal of the parking certificate and the deregistration of the entitlement. More detailed information can be found HERE.

 

  • If the driver purchases an e-vignette with a discount for big families and persons with disability of movement, should it pay for having a trailer?

If the motor vehicle belonging to category D2, which is eligible for a discount, has a trailer, the authorization for the trailer belonging to category U should be purchased separately. More detailed information can be found HERE.

 

  1. Toll categories

 

  • What vehicle types are covered by regional vignettes?

Regional vignettes are available in the vehicle categories D1, D2, B2 and U. The e-vignette for passenger cars belonging to category D1, as well as trailers belonging to category U attached to vehicles belonging to category D2 and B2 costs HUF 5,000. For motor vehicles with a seating capacity of more than seven persons belonging to category D2 (e.g. passenger vans, campers and commercial vehicles), road use authorization of the same value is available for an annual HUF 10,000. Regional vignettes for buses belonging to category B2 cost HUF 20,000.

  • Are regional vignettes available for motorcycles?

For motorcycles, regional authorizations may be purchased in vehicle category D1. In addition, motorcyclists may also pay for road use by purchasing a weekly (10-day) vignette, which is available to them at a preferential price of HUF 1,470.

 

  • Is a separate toll charged on trailers towed by passenger vehicles?

If the motor vehicle belongs to category D1, the trailer does not require purchase of a separate e-vignette. For trailers towed by vehicles belonging in category D2 or B2, a separate authorization needs to be purchased in the category U with the registration number of the trailer.

 

  • Will a D2 authorization be required even if a 9-seater motor vehicle transports only 7 persons?

Yes. Classification into category D2 is based on data in the registration certificate rather than on the number of persons actually transported or the purpose of their journey. The table available HERE is provided for a comparison of the official entries in the registration certificate and the vehicle categories.

 

  • I tow a trailer with a 9-seater motor vehicle. What e-vignette should I choose?

This motor vehicle should be classified into category D2, in addition to which a separate authorization needs to be purchased for the trailer in the category U with the registration number of the trailer.

 

  • Are buses now in the HU-GO system?

No, buses belong in category B2 in the e-vignette system. For buses, there are no changes in the price of the 10-day, monthly and annual (national) e-vignette. In category B2, annual regional vignettes cost HUF 20,000 per county. Trailers towed by buses are subject to the tolls in category U.

 

  • Based on the registration certificate, how do I know which vehicle category a vehicle belongs to?

All data related to road use authorization and attached to a vehicle (registration number, maximum permissible gross weight of the motor vehicle and its trailer) must be established on the basis of the official entries appearing in the registration certificate. You can find more information about the codes in the registration certificate (in the field “J”) and the individual vehicles categories HERE.

The seating capacity of a vehicle must be determined on the basis of the official entry appearing in the registration certificate (S.1. – Number of seats, including the driver’s seat) rather than on the basis of the number of seats actually seen in the vehicle. For vehicles in categories D2 and B2 used for towing, a separate e-vignette in category U needs to be purchased for the registration number of the trailer. 

 

  1. Toll road network

 

  • What roads are covered by regional vignettes? 

To help understand the toll road network, country and county maps are provided, using which drivers may determine the road sections covered by a specific regional vignette.

The county maps represent the speedway road network within the administrative borders of each county. In each case, toll speedway roads are marked red, and toll-free speedways are marked green. The maps indicate the junctions up to which the toll road network can be used with a vignette purchased for the given county. The speedway road network of each county can be legally used with the relevant e-vignette up to the first junction in the next county. After that junction, the speedway network can only be used with an e-vignette covering the neighboring county, or with a traditional time-based product (e.g. a weekly authorization, which is valid for 10 days) authorizing the use of the entire road network. 

 

  • What happens if by mistake I enter a county for which I have no annual vignette?

The speedway road network of each county can be legally used with the relevant e-vignette up to the first junction in the next county. After that junction, the speedway network can only be used with an e-vignette covering the relevant neighboring county, or with a traditional time-based product (e.g. a weekly authorization, which is valid for 10 days) authorizing the use of the entire road network. If this is missing, this might qualify as an unauthorized road use and result in excess charge payment.

 

  • Exactly which sections are toll-free?

As of January 1, 2017, with a few exceptions the entire speedway network (roads marked M and a number) is tolled.

The following sections are toll-free:

          - the following sections of Expressway M0:

               the section between Main Road 1 and Motorway M5,

               the section between Expressway M4 (sign of Expressway 4) and Motorway M3,

               Megyeri Bridge (the section between Main Road 2 and Main Road 11).

          - Motorway M31,

          - the Pécs south-west loop section of Motorway M60 between roads no. 58 and 5826,

          - Motorway M8,

          - Expressway M9 on its section between Main Road 6 and Main Road 51,

          - the Kaposvár loop section of Expressway M9 (sign of Main Road 61), the section of Expressway M4 (sign of Expressway 4) between Vecsés and the road leading to Budapest Liszt Ferenc International Airport.

 

  • What regional vignette is needed to use motorway junctions located at county borders?

The scope of validity of the regional vignette extends outside the relevant county, up to the first junction past the county border. To understand the system, county maps are provided in addition to the table of Annex 2 to the Toll Decree.

 

  • Do I need to purchase a separate vignette to use a motorway within the administrative borders of Budapest? 

No, there are no vignettes specifically for Budapest or other county towns. Motorways and highways outside the built-up area of Budapest but within its administrative borders (e.g. certain sections of M0, M3, M5 and M6) can be used with authorization for Pest county. 

 

  • Are the shopping centers along the access section of M1/M7 only accessible with vignettes? 

They are if you access them on the motorway. However, regional vignettes for Pest county cover not only these sections but all elements of the county network

 

  • From where to where is the section of the Expressway M0 on Megyeri Bridge toll-free?  

The section of the Expressway M0 on Megyeri Bridge is toll-free from Main Road 11 to Main Road 2 (exit 75 at Dunakeszi-Újpest as indicated by road signage). 

 

  • Using Expressway M0, which junction is toll-free to exit Megyeri Bridge?

On the Pest side, the section of the Expressway M0 on Megyeri Bridge is toll-free from Main Road 11 to the first possible exit, i.e. Main Road 2 (exit 75 at Dunakeszi-Újpest as indicated by road signage). 

 

  • Which sections of M4 are tolled? 

Expressway M4 (Main Road 4) on the section between Vecsés and the road leading to Budapest Liszt Ferenc International Airport (between km sections 19+550 and 20+518) is toll-free to provide access to the airport. However, Expressway M4 (sign of Main Road 4) on the section between the road leading to Budapest Liszt Ferenc International Airport and the junction of Üllő–Gyömrő (Road 4603) (between km sections 20+518 and 29+160) is tolled.

 

  • Can the customer services of NTPS be approached on toll-free roads as well?

Although the easiest way to approach us is using toll sections, but every customer service of our Company can be reached via toll-free road sections as well.

 

  • Is a toll also charged on the collecting and distributing road running parallel to the main course? 

The collecting and distributing road is part of the motorway junction. Junction branches are toll-free. A toll is charged on the main course

In this sense, for example, no toll is charged on the collecting and distributing road of the section of Motorway M35 around Debrecen meeting the junctions of Kishegyesi út, Main Road 33 and Main Road 354, but it is important for the driver entering the main course to have a valid e-vignette. 

The same applies to the section of Motorway M5 exiting Budapest, where the shopping centers can be accessed toll-free using the collecting and distributing road from the city center, and in the opposite direction, the city center is also accessible toll-free using the collecting and distributing road. However, vehicles entering the main course must have a valid e-vignette. 

 

  • When driving on the M7, do I also need to purchase a vignette for Veszprém county for this short section? 

The speedway road network of each county can be legally used with the relevant e-vignette up to the first junction in the next county. To understand the system, county maps are provided in addition to the table of Annex 2 to the Toll Decree.

Accordingly, the short section of Motorway M7 in Veszprém county can be used with a vignette for either of the neighboring Fejér or Somogy counties. It is still possible to purchase a regional vignette for Veszprém county, which authorizes vehicles to use Motorway M7 between Polgárd (junction 80) and Siófok-East (junction 98).

 

  • Is Motorway M5 tolled up to the Röszke border post?

Motorway M5 is tolled up to the national border (up to the Röszke border post), and on the entry side it is tolled from the border point. All e-vignette types can be purchased at the reseller points of sale at the border and immediately nearby.

From drivers’ perspective, the most important information is that motorway and expressway signs also indicate the start of toll sections. 

 

  1. Vignette types and purchasing 

 

  • Can regional vignettes be purchased only for the county of the registered residence of the vehicle owner or operator? 

No, for a single registration number, regional vignettes can be purchased for any county without any restrictions or limitations, or even for several counties according to the driver’s travel needs and habits. Drivers in the e-vignette system can purchase authorization to any number of counties

 

  • What is the validity period of regional vignettes? 

Similarly to national annual vignettes, regional vignettes are valid from the date of purchase until midnight of January 31 of the following year.

 

  • Can regional vignettes be worth purchasing during the year?

While most annual national vignettes are sold in January, regional vignettes could also be worth purchasing later in the year due to their extremely low price. In each case, road use authorization is valid until the end of January in the next year.

 

  • Where and from when can regional vignettes be purchased? 

You can purchase the e-vignette at our Company’s own points of sale (Rajka, Hegyeshalom), in 18 customer service offices, on our own electronic sales interface, on the website ematrica.nemzetiutdij.hu, and at our reseller partners (e.g. at fuel stations, at travel agencies), as well as on the own interfaces of the National Mobile Payment Ltd. via their application or website, at the resellers of the company selling e-vignettes and their interfaces (text message, application, website) for any county (except for Nógrád, Jász-Nagykun-Szolnok and Békés county, where there is no toll speedway network). 

Regional e-vignettes and annual national road use authorizations can be purchased in the course of a pre-purchase - for the first time in 2016 - already from December 8. The validity period of annual (national and regional) e-vignettes for 2017 begins on January 1, 2017 and it ends at midnight January 31, 2018.

 

  • Do I need to purchase the regional vignette(s) in addition to the usual e-vignette providing national access?

No. Given the validity period, no other authorization needs to be purchased in addition to the usual time-based vignette. At the same time, depending on drivers’ road use habits, regional vignettes provide access to the toll road network of the given county at a lower price throughout the year. Drivers with vignettes for their own counties who wish to use the motorways of other counties, for example during their holidays, can obtain authorization by purchasing weekly (10-day) or monthly e-vignettes

 

  • How long are e-vignettes purchased in 2016 valid? 

Weekly (10-day) and monthly vignettes purchased before January 1, 2017 can be used according to the rules until their expiry dates, and national and regional annual authorizations purchased for 2016 can be used regularly until January 31, 2017 for the vehicle category applicable at the time of purchase. 

 

  • How cheaper is the solution of regional vignettes for drivers? 

The data below show that e.g. for drivers purchasing four regional vignettes, the regional vignette option offers savings of nearly HUF 23,000 in comparison with the annual national vignette. If they also use a motorway other than their usual route, they still fare better purchasing an additional seven weekly (10-day) or four monthly vignettes than with the current range of options.

  1. Toll enforcement and excess charges

 

  • Will the amount of the excess charge change? 

No, similarly to the price of e-vignettes, the amount of excess charges will not increase, either, as of January 1.

 

  • What methods are used to check drivers on newly tolled sections?

On the new toll sections, toll enforcement is performed on one hand by permanent control gates, and on the other hand  mobile control cars and mobile control units based on a specific dispatch plan. 

Under the regulation, entry to a toll section already requires a valid road use authorization. A given road section requires one valid authorization. This may be either a time-based (the usual weekly (10-day), monthly or annual), or a territory-based regional vignette.

 

  • When will sanctions be used against drivers who do not use vignettes? 

A valid authorization must be purchased before entry to a toll section. This may be either a time-based (the usual weekly (10-day), monthly or annual), or a new territory-based regional vignette. Where a driver already has any of the traditional vignettes, they do not need to purchase a regional vignette. Drivers without a valid road use authorization commit an unauthorized road use, and may expect to be levied an excess charge. There is a continuous control on every toll speedway.
